Saipan Chamber of Commerce Supports the Proposed Bill, “Northern Mariana Islands Labor Stabilization Act”

The Saipan Chamber of Commerce expresses its strong support for the Northern Mariana Islands Labor Stabilization Act, a proposed legislation that provides long-term workforce stability while reinforcing protections for U.S. workers in the Commonwealth.
The Act extends the CNMI labor stabilization framework through 2039, with future extensions tied to objective labor market assessments. This long-term approach provides businesses with the certainty needed to plan investments, maintain operations, and support economic growth across key industries including tourism, healthcare, construction, retail, and hospitality.
The Chamber recognizes that the Commonwealth’s economy depends on access to a reliable workforce. At the same time, the Act strengthens safeguards for U.S. workers by requiring labor certifications, enforcing prevailing wage standards, and dedicating workforce training funds to expand opportunities for local residents. This balanced framework ensures that economic growth and worker protection go hand in hand.
The legislation also addresses critical infrastructure and construction demands, including military-related and disaster recovery projects, by providing targeted workforce flexibility to meet these needs.
Importantly, the Act promotes stability for long-term workers and families who have contributed to the Commonwealth’s economy and community for many years, ensuring continuity for businesses and residents alike.
