DPS Update: Auto-Pedestrian (Fatal) along Chalan Pale Arnold Road by CHCC

On August 22, 2026, at approximately 3:41 a.m., DPS 911 dispatch received a call about a reported auto-pedestrian crash along Chalan Pale Arnold Road near the Commonwealth Health Care Corporation (CHCC) and Paradise Hotel.

Responding officers arrived on scene and located a male and female lying in the southbound lane of Chalan Pale Arnold Road in front of Paradise Hotel. The female, a 31-year-old woman, was found unresponsive and had sustained significant injuries. A male, later identified as 24-year-old Delvin Rios, was also located at the scene and was subsequently transported to CHCC for medical evaluation.

Preliminary information provided to officers indicated that Rios and the female had been walking together when they were struck by a vehicle that left the area. During the investigation, officers located a white Toyota Tacoma north of Paradise Hotel that had entered a grassy area and struck a fence. Officers also located a silver Nissan Altima near the CHCC entrance.

During the on-scene investigation, officers later discovered that Delvin Rios was the driver of the Toyota Tacoma.

The female was transported to CHCC by the Department of Fire and Emergency Medical Services (DFEMS), where she was pronounced deceased at approximately 3:58 a.m. by the attending physician.

Rios was medically evaluated at CHCC. Following his discharge, officers detected signs of intoxication and processed him for Reckless Driving and Driving under the Influence (DUI). Rios was subsequently arrested and transported to the Department of Corrections for detention.

The Traffic Investigation Unit (TIU) responded to the scene and processed the crash scene and involved vehicles.

No further information will be released at this time as the investigation remains ongoing.
