Commonwealth Utilities Corporation – Situation Report - (as of 1PM ChST, 04/22/2026)
The Commonwealth Utilities Corporation is in full force to restore power, water, and wastewater services to the Islands of Saipan, Tinian, and Rota. Critical facilities like the hospital, shelters, and the airport, as well as the community are of top priority.
Notice to the public: Do not touch or cut the power lines. This will allow CUC to perform an accurate damage assessment and preserve materials.
SAIPAN
Feeder and transmission updates for Saipan:
Damage assessments of the primary feeder lines are 100% complete. CUC is near the completion of the assessments to the secondary feeder lines and power services to the secondary roads to residences.
As of 04/21/2026, number of power poles down: 604
● Feeder 1 & 3, Partial 1 to the Hospital was initially energized at 4:00PM on 04/19/2026.
● Feeder 4 completed restoration work of clearing down wooden poles from Kagman Main Road.
● Kiya 1 ongoing restoration work of restringing, reframing of conductors towards the water wells, preparing to energize (2 water wells identified with transformer damages).
● Kiya 3 completed restoration work on Middle Road from Sugar King to Quarter Master Intersection. Ongoing work from Quarter Master Middle Road to toward Chalan Msgr. Guerrero Road intersection (near IT&E).
● Kiya Substation ongoing restoration work such as recharging DC battery supply, pumping water out of the substation berm. No damages assessed at the substation.
● 15,624 customers are without power services due to an island wide system outage as a result of the typhoon.
● 11,769 are Residential customers.
Power Generation:
Power Plant No. 1 & 2: Preliminary damage assessments are completed. Clearing of debris is ongoing. A contractor will start repairs of side walls; ETA is 3-4 weeks for temporary repair.
Power Plant No. 3: Preliminary damage assessment was completed. Pending status of the power distribution.
Power Plant No. 4: Preliminary damage assessment was completed. Clearing of debris is ongoing. A contractor will start repairs of side walls; ETA is 3-4 weeks for temporary repair.
Aggreko: Damage assessment is completed. Pending clearance from Power Distribution and
Power Generation to energize feeders.
NOTE: This is subject to change and pending on the preliminary damage assessments.
Water Update for Saipan:
● CUC began supplying water to the Tank Service Areas (TSAs) after refueling the CUC generators.
● CUC provided a backup generator at the IF-28 well to provide water to the Saipan International Airport as of 12:30PM today.
● Water production: 4.1 million gallons/day (40% of production)
About 21% of customers are receiving water on Saipan as shown in the table below:


Wastewater Services for Saipan
Wastewater Collections & Treatment Plants
● Wastewater (no change of power supply from 4/20/2026):
● Both Agingan and Sadog Tasi Wastewater treatment plants are running on CUC.
● Generators a request for a FEMA Generator at the Agingan Wastewater Treatment Plant was confirmed.
● 11 Lift Stations running on CUC Generators
● 15 Lift Stations running on portable generators being swapped around to maintain flow through the system.
● 6 Lift Stations are being bypassed using Septic Hauler trucks.
● Condition assessment of weather heads indicates 5 needing replaced.
TINIAN
Feeder and transmission updates for Tinian:
ALL POWER FEEDERS REMAIN OFFLINE.
● 1,075 customers are without power service, as a result of the typhoon.
○ 764 are Residential customers.
● Power Distribution update:
○ Preliminary damage assessments to the feeders are ongoing and about 80% complete. Pending damage assessment costs.
○ The initial estimate of downed power poles: 245
● Power Generation update:
○ 2 staff were sent today to perform the preliminary damage assessment on the power plant. Pending the final report.
● The Tinian water system is 90% online; however, some customers may experience low water pressure.
● The Maui 2 well is running on the backup generator.
● Fuel to the generator was topped off from the CUC power plant fuel supply.
● PRECAUTIONARY BOIL WATER NOTICE is still in effect.
ROTA
Feeder and transmission updates for Rota:
POWER FEEDERS
● FEEDER 1 – 100% of the primary lines ONLY was energized.
○ 2 customers without power.
● FEEDER 2 – approximately 90% of the primary lines ONLY was energized.
○ 33 customers without power.
● POWER PLANT
○ Preliminary damage assessments of the power plant were completed. Final damage reports are pending.
Water updates for Rota:
● Water services are 100% online with exception to isolated customer incidents.
● Total water customers: 863 customers
○ 681 are Residential customers
● PRECAUTIONARY BOIL WATER NOTICE is still in effect.
● Preliminary damage assessments indicate that there are a few service lateral leaks due to uprooted trees. Operators are repairing the leaks to restore water services to the affected customers.
