
Former Marianas Visitors Authority managing director Jamika Taijeron has been awarded a $21,000 sole-source consulting contract to provide executive transition support following her departure last May 31, according to documents obtained by Marianas Press through an Open Government Act request submitted last July 25.
Records show the MVA board, during its May 27 meeting, authorized management to negotiate and execute “a temporary consulting agreement to provide executive transition support services for an initial three-month term at $7,000 per month, with an option for one additional three-month extension,” before approving the request under a sole-source contract.
A June 12 sole-source justification signed by acting managing director Judith C. Torres states the procurement was sought because the consultant “most recently served as managing director of MVA and possesses current institutional knowledge, historical context, stakeholder relationships, and familiarity with active projects that are not available from other consultants.”
The memorandum further states that obtaining three quotations was deemed impracticable because “no other known consultant can provide the same level of continuity, institutional knowledge, and immediate effectiveness required to support MVA during this transition period.”
