Garapan is now an Economic Incentive District

CNMI Governor David Apatang yesterday signed into law a House Local Bill establishing Garapan as a Saipan Economic Incentive District. The law authorizes the Commonwealth Economic Incentive Authority and other relevant agencies to administer and regulate investment activities within the designated district.

The designation allows for newly established businesses in the area to avail of tax incentives and reduced tax rates.

CEIA board member Anthony Torres added, ā€œThis new law establishes the Saipan Economic Incentive District, opening up large tracts of underused public land for smart and responsible development. By defining clear boundaries directly in the legislation, it provides investors with the certainty they need, while safeguarding our environment and public interests. Placing the CEIA in charge of licensing and oversight will ensure transparency and full compliance with Commonwealth laws. This initiative will create real, good, and sustainable jobs that support families. Increased economic activity will generate more revenue for our community, funding essential services like public safety, schools, and hospitals.ā€

He said, ā€œAs a board member, I am personally committed to attracting the right investments that benefit all residents. The bill’s unanimous passage reflects our shared belief in organized and thoughtful growth.ā€
